Similar to "please don't walk on the grass" signs in the US. Public urination is completely acceptable in India - as long as you don't see a sign or posting that states otherwise! And trust me, you see it happening EVERYWHERE!!

Another, less threatening version of this sign is, "Stick No Bills" Bills are advertisements or fliers which are commonly 'stuck' on walls and roadway dividers.
